BASIC SWAT STANDARDS

ALABAMA PEACE OFFICER’S STANDARDS AND TRAINING COMMISSION

 

The objective of the Alabama Peace Officers’ Standards and Training Commission is to establish statewide standards for tactical (SWAT) operators.  Various tactics, techniques and procedures vary from agency to agency and from training organization to another.  Establishment of a minimum training standard for team members will increase proficiency and assist in eliminating deficiencies in training.  In addition, standardized training enhances the probability of effective continuity of operations during multiple agency support operations.

This task list only serves as a MINIMUM standard and does not preclude any agency or organization from exercising different training strategies or concepts.  These tasks in no way mandate only one way to perform.  The tasks outlined are collective and tasks regularly required of team members working in the field.  Additional training is encouraged and should be sought in order to prepare an operator and/or team for any eventuality.

APOSTC recognizes that there is a variety of systems, techniques and doctrines that are sound and effective.  The standards that are set address the basic fundamentals that make up each of these systems.  APOSTC further recognizes that each agency must determine its own system, protocols, policies and procedures.  APOSTC will not dictate tactics, equipment, personnel selection, uniforms and communications.

Tactical (SWAT) operators certified by APOSTC must have attended a recognized training course.  All BASIC SWAT COURSES must be sponsored by an APOSTC Academy.  Instructors must be certified by APOSTC as a TACTICAL/SWAT INSTRUCTOR.  Curriculum and instructor certifications will be examined and reviewed   and forwarded to the Commission requesting certification.  Departmental training will be considered upon submission of request for certification from the agency’s training operator to APOSTC.  The following will be considered for certification:

  1. Instructor(s) certification (Must have current APOSTC Form 6 filed)
  2. Curriculum addresses the mandated minimum standards
  3. Instructor verifies/certifies that each operator can perform each task
  4. Each submitted operator must have successfully completed the firearms training portion of the course as determined by the course cadre.

The following are the basic subjects and accompanying identified tasks that establish the minimum standards for tactical (SWAT) operators in the State of Alabama.

SUBJECT #1

            SWAT Equipment and Weapons

  1. Demonstrate the different types of ballistic armor (Body and Shield).
  2.   Demonstrate different types/styles of personal protective equipment (PPE)
  3. Successfully complete the firearms training portion of the course established by the course

the cadre.

SUBJECT #2

            Perimeter Operations

  1. Describe the concept of objective (perimeter) containment
  2. Diagram an objective
  3. Properly identify structures in the crisis site
  4. Report location of persons and activity in any objective
  5. Identify and name the side(s) of the site (windows/doors)
  6. Deliver equipment/items to an objective (shield and no shield)
  7. Evacuate personnel (victims, subjects, team members)

SUBJECT #3

            Tactical Communications

  1. Identify and demonstrate reporting procedure/process
  2. Communicate, through proper procedure, observed actions
  3. Demonstrate the importance of team communication during operations

SUBJECT #4

            Breaching (Manual/Mechanical)

  1. Describe/demonstrate technique(s) to breach doors
  2. Describe/demonstrate technique(s) to breach windows
  3. Describe/demonstrate technique(s) to breach vehicles

SUBJECT #5

            Team Movement

  1. Conduct tactical hallway movement (team)
  2. Conduct tactical stairwell operations (team) both ascent and descent
  3. Perform a tactical approach to an objective:
  4. Perform emergency action drills
  5. Compromised movement to entry/breach point
  6. Downed officer drills
  7. Move to alternate entry point
  8. Conduct open area techniques (malls, playgrounds, parking lots, etc)

`           5.  Perform ballistic shield operations

SUBJECT #6

            Entry Skills and Clearing

  1. Conduct room entry (2-4 man elements)
  2. Conduct multiple room(s) entries (team element)
  3. Conduct dynamic entry operations
  4. Conduct movement to alternate entry points
  5. Conduct occupant control techniques
  6. Conduct hostage rescue operations (perimeter, protection, and egress)

SUBJECT #7

            Weapon Skills (Handgun and Long/sub-gun)

  1. Observe firearms safety rules (weapons management)
  2. Conduct reload technique(s)
  3. Perform transition drills
  4. Demonstrate ability to shoot on the move (accurately engage the threat)
  5. Identify and accurately engage a target during discrimination drills

 

SUBJECT #8

            Chemical Munitions and Less Lethal Options

  1. Describe protective mask use and maintenance
  2. Conduct physical tasks (i.e. entry, clearing, breach) wearing PPE
  3. Exposure to diversionary device
  4. Demonstrate familiarity with less-lethal options

SUBJECT #9

            Practical Exercises

  1. Conduct/participate in force-on-force scenarios (recommended by US Supreme Court)
  2. Conduct tactical/SWAT exercises utilizing tactics, techniques and protocols taught during the course.
